Members present:
Jack Healy, Chairman, Bill Buckley, Kent Gilyard, Gary Waugh, Jeff Zullo, Bob Blazek, Stacie Kavla, Mac Bramley and Lynn Chapman.
Approval of Minutes
Jack Healy made a Motion to approve the Minutes of the October 19, 2006 meeting.
All were in the affirmative. There were no abstentions.
Public Participation:
Louis Rosenblatt, Peg Perusse, John Worthington, Winnie Harrison, Leo Paul, Dr. Vita, Tony Crowe
With regard to the gym walls, Winnie Harrison asked why the 3rd option was not approved and the parking lot has never been discussed, there are no plans, no permits…
Communication:
Gary Waugh – The score board was discussed at the recent Board of Education meeting. If someone were to donate a scoreboard a plaque would be displayed with party that donated it. The BOE will not allow any solicitation.
Bob Blazek – Are we seeking corporate sponsors or looking into what other schools have done?

The letter from Richard discusses the charges.

Technology Update:
Peg Perusse for Andrienne Longobuccio-- We’ve been working with Don Paris and we will keep you appraised.
FF & E:
Peg Perusse passed out Proposals for Litchfield High School and Litchfield Middle School.. Money should be less than the amount listed here.
Art – Remember these are estimates only
Jack Healy – What was FF& E? $417, $160
Jeff Zullo -- Are you replacing older file cabinets?
Peg – Jack Healy asked for 50 additional desks.
Architect and Construction Manager Update
Architect and Construction Manager Update:
John Worthington – met with Jack Healy and contractor. Tuesday met with George Tirello and reviewed plans, 1995 and 1976. Did some destructive inspection.
The south wall has no vertical reinforcement and will not withstand winds of 60 mph according to calculations.
Addition on the north end is blocking exits so the gym cannot be used. The projected date for the addition to be completed is December 21, 2006.
Jack Healy – The engineer involve in inspection was involved with the Veterans’ Coliseum in Hartford, JFK Airport, Old Lyme Marina and others.
Jack Healy – Louis, how quickly can the wall be removed and rebuilt
Louis Rosenblatt – the wall can be completed by 1/1/2007, including the glass.
Bob Blazek – I appreciate the work that John Worthington has done. If we do nothing the wall meets code. Don’t touch, don’t fix. It’s time to make a decision.
Jeff Zullo – Thank you for your work.
John Worthington – Public Works pitched in to help as well.
Jeff Zullo – When the survey was done with George Tirello, did the wall have signs of distress?
John Worthington -- yes, paint pealing.
The question was asked whether or not the wall meets code as it stands.
John Worthington – “legal occupation existing on date of adoption of code, shall be permitted or as deemed necessary by a building official”. The existing wall is not safe.
Jack Healy – George Tirello supports what John is saying.
Jeff Zullo – Thank you for your effort.
Jack Healy moved to rescind approval of carbon fiber. Gary Waugh 2nd.

Bill Buckley—Did Richard and Peter approve of the plan?
Richard – I’m in agreement with anything that meets code.
Bill Buckley to John Worthington – What was the wind load back in 1954 and 1976?
John Worthington – I don’t know, but the wall wouldn’t have stayed up if it didn’t meet code.
John Worthington – But, that’s a good question. I’ll look into the previous wind loads.
The new design meets today’s code.
Bill Buckley – The new building inspector touched the wall. Its cost is $4,100.
Jeff Zullo – Should we rescind the motion to go forward with the design?
Jack Healy – This is the logical way to go.
Jeff Zullo – Carbon fiber was potentially unsafe.
Mac Bramley – The motion was made subject to Building Inspector’s approval.
Jeff Zullo moved that George Tirello will go forward with design solution.
Kent Gilyard – 2nd All in Favor – There were no abstentions
Discussion – Are we going to get a cost estimate?
Louis Rosenblatt – We will fine tune the number fairly soon.
Motion conditional on a cost of $200,000.
Kent Gilyard – We don’t want to impede the progress. There is no other way to go.
Bill Buckley – I agree. This looks like a real solution. If it’s not. John Worthington will bring it back to us. If the estimate goes to $201,000, I don’t want that to stop the progress.
Richard – There are questions relating to code. Each party needs to understand what is code compliant. We need to have a dialogue.
Jack Healy – A written response or a conversation?
Richard – Conversation.
Bill Buckley – we voted not to pay the architect for additional expense. We voted to pay a new engineer. Richard did ask for a written response.
Jeff Zullo – As part of motion…design report survey analysis…Richard said if it’s up to code, they will work with it. Can we just have a design document instead of a letter?
John Worthington – George Tirello will make a presentation.
Jeff Zullo – The design plan becomes a work document.
Bill Buckley – John should be able to hire anyone who can help him write a response.

Bill Buckley – Motion to authorize Building Inspector to hire any other professional he needs necessary to respond to Richard’s letter.

Louis Rosenblatt distributed a draft of the basic plan. Building 18 is to be taken over in January. We must complete 12, 13 and 11.
Options:
Dr. Vita – What is the cost to enlarge the women’s’ bathroom. That will delay the project for four months.
Jeff Zullo – Motion to direct Construction Manager to proceed with design document.
Bob Balzek 2nd.
Jeff Zullo – Are we proceeding as scheduled?
Jack Healy – We have a motion on the table. Lets finish what we’re doing.
Athletic Director – If we move the Cad Lab, two classes will have to abandon rooms. Where will they go? If we leave it alone, there won’t be a problem. There isn’t a bathroom in the original drawing.
Jack Healy – I’m concerned about scheduling. When the schedule shifts, it cost more money.
Lynn Chapman – Peter brought up a good point. If we hire a handicapped teacher, they won’t have a handicapped bathroom. The Cad Lab is o.k. Let’s leave it as is and proceed.
Bob Blazek – What is the option …moving Cad Lab to 13.

Bill Buckley – There is a motion on the floor to leave the drawing as is. I don’t understand the problem. If plans are redesigned it will cost double.
Louis Rosenblatt distributed a draft of Litchfield High School Occupancy Plan.
Jack Healy – There are three options.
Louis Rosenblatt – If we demolish baths in #11, we will most likely encounter asbestos.
Bill Buckley –Which one satisfies Tim?
Dr. Vita – the 3rd Option.
Jeff Zullo – Drawing were already approved. These layouts were reviewed with the architects.
George Waugh to Dr. Vita -- At the end of the new wing, there are two bathrooms. Can they be rehabbed and make some issues go away?
Dr. Vita – we will loose two class rooms.
Bill Buckley – Which one?
Dr. Vita – 3rd Option.
Louis Rosenblatt – This issue came up some time ago.
Jeff Zullo – Are design documents ADA compliant?
Discussion:
Going back to option Three. The design is not code compliant.
Bill Buckley – I’m uncomfortable voting on this motion. I need to see a set of plans.
Jeff Zullo – What is the least impact on time and cost?
Louis Rosenblatt – Option 3. Relocate the Cad Lab to faculty dining room.
Lynn Chapman – Handicapped access situation is my main concern.
Louis Rosenblatt – We have enough handicapped bathrooms right now.
Jeff Zullo – Withdraw motion.
Kent Gilyard – Motion to go ahead with Option 3.

Jeff Zullo – Can we clean up this budget?
Louis Rosenblatt – We’ll balance out with Peg Perusse’s department and send email.
Jack Healy – What about paint coloring and panels on the walls?
Louis Rosenblatt – The contractor still has to provide drawings.
Jeff Zullo – Any issues with panels?
Louis Rosenblatt -- …colors for this school… 2 coats of polymer. Peter has revised specs.
Jeff Zullo – Flashings. Copper or aluminum?
Peter – Copper is better.
Jack Healy – Aluminum?
Peter – It needs sealants, copper can be soldered.
Bill Buckley – What is the value of the change?
Louis Rosenblatt -- $18,000
Mac Bramley – Copper leaches green. Is it better than the existing leaching?
Gary Waugh – The $18,000 would be well spent.
