LITCHFIELD INTERMEDIATE SCHOOL LIBRARY
FEBRUARY 2, 2005
A meeting of the Litchfield Schools Building Committee was held on Thursday, February 2, 2005 at 7:00 PM in the Litchfield Intermediate School Library.
Present were: Jack Healy, Chairman, Stacie Kavle, Bob Blazek, Lynn Chapman, Kent Gilyard and Bill Buckley.
Also present: Superintendent Dr. Com Vita, Peg Perusse, School Business Manager; BOE Members Wayne Shuhi and Frank Simone; Louis Rosenblatt, Project Manager; Cynthia Politano, Finance Director; Diane Knox;; Tim Breslin, Principal LHS; Public and members of the public.
Meeting was called to order at 7:05 PM by Jack Healy.
Motion was made by Bill Buckley to approve the minutes of the January 5, 2006 meeting, seconded by Lynn Chapman,
Motion Carried. All votes were in the affirmative. There were no abstentions.
Approval of the minutes of the January 19, 2006 was tabled until the next meeting due to lack of quorum of members from that meeting.
Public Participation
Betsy Glassman walked the perimeter around the Tapping Reeve side of the school. Silt fences were down after the storm. Are they back up? The BOE minutes mentioned temporary classrooms. Are there going to be any and where will they be located?
Diane Knox I am thrilled to see this project is finally underway. Thank you.
Leo Paul We went through a review to get our bond rating. We rated a double A three translating to $11,585,000.00 in bonds at a rate of 4.01% and 6,925,000 at 3.28%. We are able to continue to borrow at a very good rate. These rate are below what we expected.
Communication
Lynn Chapman I received an email from Carol Andrulis who would like to see the LIS Gym interior walls painted.
Jack Healy I received an email from Tim Callahan with itemized fees above and beyond what the contract calls for. I recommended that the Finance Subcommittee sit with Herbert S. Newman and go through the contract and see how it matches up. We should try and do it before the next meeting.
Bill Buckley We can meet at 6:00PM on the 16TH; call a meeting of the subcommittee and make sure we have a quorum.
Finance Update
Mac Bramley
1. JP Maguire Associates, Inc. - totaling $3,468.00 for cleaning of the LHS Library. After floors were done there was a mess all over the books, cases, and tables.
Discussion:
Bob Blazek Were these flooring people supposed to cover everything when they did the job? In the future can we have someone supervise so it wont happen again?
Peg Perusse I registered a complaint with Bruce Walpole.
Motion was made by Bill Buckley to table action on this particular invoice and ask the CM to investigate circumstances surrounding work and expense, and report back to us, seconded by Bob Blazek.
Discussion:
Peg Perusse - JP Maguire did their job. I dont thin we should hold up payment.
Bill Buckley Why didnt we go back to the company? The Building Committee hired there people?
Jack Healy Peg [Perusse] called me and I approved the hiring.
Bill Buckley I would be willing to withdraw the motion.
Motion Withdrawn.
Motion made by Bill Buckley to authorize payment of expense to JP Maguire and direct CM to investigate whether or not that expense should have been borne by contractor and report back to BC. Put contract on notice that we have retainage and we want them to explain why this happened, seconded by Bob Blazek.
Motion Carried. All votes were in the affirmative. There were no abstentions
2. Litchfield Public Schools totaling $893.50 for six months of storage in Unit 7.
Motion made by Kent Gilyard to authorize payment to the Litchfield Public Schools in the amount of $893.50, seconded by Bob Blazek.
Motion Carried. All votes were in the affirmative. There were no abstentions.
3. Litchfield Public Schools totaling $917.50 for six months of storage in Unit 6.
Motion made by Kent Gilyard to authorize payment to the Litchfield Public Schools in the amount of $917.50, seconded by Stacie Kavle.
Motion Carried. All votes were in the affirmative. There were no abstentions.
Jeff Zullo I would ask that the full projected cost of storage units be reported at the next meeting.
Louis Rosenblatt Its probably easier to go through the bills while you have a spread sheet in front of you.
4. Herbert S. Newman invoice no. 15718 totaling $9,873.60 attributed to LIS which brings
the contract administration to 12% at LIS, covering work performed December 21, 2005 January 17, 2006.
Motion made by Kent Gilyard to authorize payment to the HSN in the amount of $9,873.60, seconded by Bill Buckley.
Motion Carried. All votes were in the affirmative. There were no abstentions.
5. Herbert S. Newman invoice no. 15717 totaling $20,688.31 attributed to
LHS, of which $20,046.40 brings contract administration to 12%, covering work performed December 21, 2005 January 17, 2006 plus $641.91 in out-of-pocket expenses.
Motion made by Bill Buckley to authorize payment to the HSN in the amount of $20,688.31, seconded by Stacie Kavle.
Motion Carried. All votes were in the affirmative. There were no abstentions
Technology Update
Dr. Dom Vita The Team met twice and went through the specifications and plans with Louis Rosenblatt, Peg Perusse and contractors. They are now working on specific details of what is required.
Construction Manage Update

ό We are presently working on monthly reports which will include daily reports, meeting minutes, pictures, cost control report, schedules, safety reports, environmental issues, etc. the BC will receive this sometime in the middle of next week.
ό As we were doing demolition in the corridor area and found utilities not noted in the documents. We met with the Architect to resolve this issue. Well have to reroute some of these utilities.
ό We spoke to Architect on the coordination of F, F & E. E
ό Erosion and sedimentation is being monitored on a daily basis and we are creating weekly reports with pictures.
ό Demolished side of building at LIS where addition will be and found some asbestos. Scheduling for removal.
ό Demolished locker rooms at LHS.
Louis Rosenblatt handed out pictures and narratives about what is currently happening at the schools.
Jeff Zullo Have we had a change order yet?
Louis Rosenblatt We had to put in a small sidewalk. We used mostly town materials. To date we have had calls from contractors for extra work, but so far I have found the work was part of their contract and send them that message.
Jeff Zullo The utilities, is that an oversight on the drawings?
Louis Rosenblatt Yes, the Architect stated they didnt have drawings from 1955, but John Land told me that most of the work was done in 1976 and they had those drawings.
Bill Buckley We funded a complete forensic study of both schools. These are the kinds of discussions we need to have with Tim Callahan. Regarding Change Orders: If Louis comes up with a needed change order he needs to bring that up with Jack [Healy] and get approval from him. The BC has to take a vote to formalize the change order after the fact.
Jack Healy Not every change order is an emergency decision. There will also be pending change order that the entire BC will make decisions on.
Bill Buckley There will also be many credit change orders.
Bob Blazek The picture of 1/30/2006, condition of bathroom walls they cant be painted like that.
Bill Buckley That wall can not be painted. The contractor who bid on it to paint now has to be asked to fix the wall. Is this something that was missed?
Louis Rosenblatt There was tile on the walls and when the tile was taken off, this is what is left.
Bob Blazek At the last meeting I brought up that the power went out at LHS. What would the cost the a generator be for LHS? Not only for students but for a shelter?
Jeff Zullo Why dont we apply for a homeland security grant to pay for that?
Bill Buckley We have generators in many schools and come of those schools are identified as shelters.
Jack Healy Small generators are not that expensive.
Bill Buckley Life safety generators dont provide power to the entire building.
Louis Rosenblatt Homeland Security has a lot or requirements.
Bill Buckley Ask HSN to give a cost estimate without doing design. The generator can be put outside.
Louis Rosenblatt I can contact our estimation department. If you go for a grant, you have to known what their requirements are. We can give your five or six different estimates.
Peg Perusse We had a conversation with the Fire Marshal. We may want to get his input.
Bill Buckley Two meetings ago we had a discussion on types of tile.
Stacie Kavle It came up at last meeting.
Lynn Chapman Stacie [Kavle] and I talked about carpet in hallways and VCT or Linoleum in the classrooms at LIS.
Stacie Kavle I wouldnt recommend reusing this carpet. We need to discuss drawbacks of carpeting.
Peg Perusse This is a high quality carpet.
Bob Blazek Sound was an issue, mold may be an issue.
Dr. Vita Weve had quite a bit of experience with carpet in schools. Carpet tiles seem to be the best. I agree that we should have carpet in the hallways.
Bob Blazek Lets not forget cost.
Stacie Kavle Linoleum is a higher quality product than VCT. We should also consider that middle school children spend a lot of time sitting on the floor. There are differences

Stacie Kavle Discussion of change order subcommittee.
Peg Perusse We are not replacing the generator at LIS, it has a separate use.
Bob Blazek How long do lights run on batteries?
Peg Perusse A couple hours.
Gary Waugh Have you ever had problems with freeze ups?
Peg Perusse No, the one time there was a freeze up at LIS was several years ago and it was from equipment failure.
