A meeting of the Litchfield School Building Committee was held on Thursday, May 5, 2005, at 7:00 p.m. in the Litchfield Intermediate School Library.
Present were: Jack Healy, Chairman, Lynn Chapman, Bill Buckley, Gary Waugh, Jeff Zullo, Bob Blazek, Stacie Kavle, John Mullin, Kent Gilyard and Chris Canfield.
Also Present: Peg Perusse, School Business Manager; Cynthia Politano, Finance Director; BOS Members: Leo Paul, Bill Dranginis and Kevin Creed, BOE Member Wayne Shuhi; Plumb Hill Playing Fields Members Brian McCormick and Ed Fabbri, Bruce Walpole of O & G and Tim Callahan, Richard Mulcahy, Books Fisher, Pat Hynes and Steve Collins of HSNP; Public and the Press.
Meeting was called to order at 7:02 P.M. by Jack Healy.
Motion was made by Bill Buckley to add an agenda Item 4(a) regarding the discussion of funding of the fence for Plumb Hill Playing Fields, seconded by Jeff Zullo.
Motion Carried. All votes were in the affirmative. There were no abstentions.
Motion was made by Bull Buckley to add Agenda item 7(a) regarding the statue of the report of the condition of the water line, seconded by Jeff Zullo.
Motion Carried. All votes were in the affirmative. There were no abstentions.
Approval of Minutes
Motion was made by Bull Buckley to approve the minutes of the April 7, 2005 meeting, as corrected, seconded by Bob Blazek.
Corrections are as follows: Page 4, PHPF Update third paragraph
Motion was made by Bob Blazek that BC allow use of $75,000 of bonding authority for the construction of fencing reducing total funds available for project to $32,925,000, seconded by Mac Bramley. [This Motion Carried. All votes were in the affirmative. There were no abstentions.]

Motion was made by Bull Buckley to approve the minutes of the April 21, 2005 meeting, seconded by Lynn Chapman.

Public Participation
Brian McCormick, President PHPF The donors of the financing for the PHPF Project have agreed to pay for the perimeter fence, allowing you to reallocate funds for this project. Thank you for the great work you are doing.
Winnie Harrison spoke about the beam collapse and what the cause of the collapse was. She feels the inspection done is not acceptable and wants an inspection done by an independent engineer.
Communication
Bob Blazek reported that the Kevin Creed of the BOS had questions relating to the engineers report on the beams and thinks a more in-depth study should be done.
Jeff Zullo Received a letter from David Wedge in response to Dan Coelho asking the State to stop the project. This letter was entered in the record and is attached hereto.
Jack Healy received several correspondences from David Wedge regarding the Phase I approval and Phase II review. He also received letters of intervention from Betsy Glassman and Winnie Harrison.
The Inland/Wetland Meeting May 11TH at 7:00 PM in Bantam.
Discussion of Funding of the Fence for Plumb Hill Playing Fields
Motion was made by Bill Buckley to rescind action to fund the fence since the request to fund the fence has been withdrawn by PHPF and restore the $75K to allocation of funds making the total cap not to exceed $33M.
Motion Carried. All votes were in the affirmative. There were no abstentions

Architect Update Presentation on Interior Finishes
Steve Collins discussed the water pressure issues. Flow tests were done which determined that a fire pump would be required to install a sprinkler system at LIS. Regarding the stage in the Auditorium They received approval from the Fire Marshall to have a dry stand pipe for protection for the stage. The requirements at the stage is ordinary hazard and we have applied for a code modification to Light hazard use. This code modification was approved by the local Fire Marshall and sent to the State for approval. The plans that are being reviewed by the State have a fire pump and generator. Within the next two weeks we will come back and report one way or another about the code modification.
Bill Buckley I thought there was a report that indicated somewhere along the water line there was an unusual drop in pressure indicating a valve was not completely open or there was an obstacle. What that resolved?
Steve Collins The piping is 40± years old. Turbulence in the line causes friction. We are within a comfortable range that we believe is not an obstacle.
Tim Callahan We walked the line with the Litchfield Public Works. They had a wrench to check the valve. It couldnt move. They are hoping to get another wrench to get it to make that nut move.
Peg Perusse Public Works has been trying to get a hold of Aquarian Water.
Bill Buckley I think the report included that there was an unusual 20 lb. drop in pressure. Dig it up, make sure its operational. What is the capacity of the pump? Does somebody know if this pump can suck on that line and feed that pump?
Bob Blazek Who bears the cost of getting a machine to dig it up?
Peg Perusse The line belongs to Aquarian Water.
Jeff Zullo There is new test data from March 2005.
Jack Healy It looks like we have a valve thats not working. Lets fix it.
Peg Perusse Jim Koser is on that.
Bill Buckley What is the cost of the pump and generator?
Bruce Walpole it is included in the estimate generator $85K.
Richard Mulcahy and Pat Hynes reported on Interior finishes including walls, floors and ceilings colors and materials for both Litchfield Intermediate School and Litchfield High School.

LIS
John Mullin [regarding the cable trays to be installed in the hallways to organize cable and wiring]: To me a Cable Tray is a tin box.
Richard Mulcahy It will be metal, by not a tine box. The new light fixtures will be flush with the tray.
Gary Waugh [regarding paint color & light] Orange paint in the hallway of the bottom floor of LIS there will be a great deal of reflective light. Are we introducing new light?
Richard Mulcahy Not natural light, by artificial light. We can do a mock up early in the process so that you can actually see the colors in a classroom or part of the corridor.
Jeff Zullo What type of paint will be used?
Richard Mulcahy An egg shell, latex paint.
Gary Waugh Any place low enough that gets a lot of student traffic needs something more durable than latex.
Gary Waugh [regarding the ceiling finish]: Is that finish replacing the dropped ceilings?
Richard Mulcahy Yes, the dropped ceilings will be replaced with Tectum. The higher ceiling will get a better acoustic environment. Lights will be attached to beams.
Wayne Shuhi How does that material respond to tacks and pencils?
Gary Waugh Will the heating units be new?
Richard Mulcahy They will be new, in approximately the same place and will be the same color as the walls.
Steve Collins In the bottom level the heating units will hang from the ceiling.
Jack Healy Have you talked with school administrators and teachers about these decisions?
Richard Mulcahy We wanted to present this to the BC first and then we will talk to school staff.
Gary Waugh - What color will be in the Gym?
Pat Hynes White.
Gary Waugh And the Auditorium.
Richard Mulcahy There is little being done to the Auditorium. A. new material will replace the stage floor.
Pat Hynes With the new back stage area you will be able to use much more of the stage.
Gary Waugh The paneling on the wall is very dark.
Jack Healy Are we going to clean the Auditorium?
Richard Mulcahy The Auditorium will be cleaned.
Jack Healy In the Gymnasium [at LIS] are we cutting in natural light.
Richard Mulcahy Yes.
John Mullin All the split faced block will remain as is?
Richard Mulcahy yes.
John Mullin How much of it do we have in this building?
Pat Hynes 15-20% is split faced block.
LHS
Gary Waugh A big issue at LHS is echo and volume of noise. Does the new surface moot noise?
Richard Mulcahy No, but we have acoustic ceilings.
Tim Breslin There is some advantages of carpeting in some spots for students to sit down on the floor.
Bill Buckley Can we get a cost differential on carpet v. vinyl tile.
Richard Mulcahy Carpet is harder to keep clean and it harbors dust.
Jack Healy Will you talk with Tim Breslin about carpet in specialized areas.
Gary Waugh You need to use fabric panels on walls to dull the noise.
Stacie Kavle We are going to put a cork surface on the back wall of each classroom.
Bill Buckley We have to ask Richard to work with the Administrators and come back to our next meeting on findings and also the cost differential on carpet v. linoleum v. vinyl.
John Mullin At LHS are we planning to remove the carpet and tile underneath?
Richard Mulcahy Yes, its an asbestos tile.
John Mullin Once we decide with the Administration what the materials are going to be, can we possibly have a 4 x 8 sheet with sample colors.
Pat Hynes Its a great idea, but we need to view it in the right conditions.
Bob Blazek What about the Gym roof.
Richard Mulcahy We are proposing a rubber roof.
Lynn Chapman What is the life expectancy?
Brooks Fisher Bonded for 30 years.
Bruce Walpole That roof is carried in the budget.
Jeff Zullo If we apply this material, the existing is torn off?
Tim Callahan Yes.
Gary Waugh What will the glass surfaces look like? Are we talking translucent plastics?
Richard Mulcahy Real glass.
Jack Healy Will somebody from HSNP come to our next meeting and follow up on the questions we asked you to?
Richard Mulcahy It would be great to get an idea about what you think about these finishes and colors.
Jack Healy Id like to hear what the administrators think.
Bo Blazek We are moving to hard and noisy.
Richard Mulcahy Carpet v. Linoleum. Carpet has problems from both a health standpoint and a maintenance standpoint. Carpet is also a lot more expensive. There are ways to absorb sound by using materials on walls.
Jeff Zullo The direction they have taken with their recommendations are good.
Stacie Kavle All in all I think your approach is great.
PHPF Update
Motion was made by Jeff Zullo that this item be removed from the Agenda and all future Agendas, seconded by Bob Blazek.
