INTERNAL BOARD OPERATIONS
Individual Board members or committees of the Board can suggest new policies, amendments or revisions of existing Policies and Bylaws to the Board Chairperson or Superintendent, who shall then submit the proposals to the Policy Committee. That committee shall include the suggestions on its agenda and shall present its recommendations to the full Board of Education.
Policies and Bylaws will, barring emergencies, be adopted or amended after consideration at two meetings of the Board of Education. The agenda shall reflect the inclusion of policy matters, specifying the title and number and, when practical, the proposed policy shall be read aloud for the benefit of the public.
The formal adoption of policies shall be by a two-thirds vote of all members of the Board of Education and the action shall be recorded in the minutes of the Board of Education. Only those written statements so adopted and so recorded shall be regarded as official policy. Any Board policy conflicting with state statute or negotiated contract is automatically void.
